Effects of EPA Mandatory Greenhouse Gas Reporting Rule on SWM Operations

Presentation Description:
This special 2-hour panel discussion will assess the greenhouse gas (GHG) benefits of creating and expanding product stewardship efforts, including framework policy. The session will draw upon the work of the Northwest Product Stewardship Council (NWPSC) and state and local governments in the Northwest United States in product life cycle and carbon footprint analysis.
Mr. Allaway will present an overview of the greenhouse gas impacts of products, the greenhouse gas benefits of waste prevention and recycling, and the importance of including supply-chain or consumption-based emissions in community and entity greenhouse gas emissions inventories.
Mr. Sheehan will discuss recent reports by the Product Policy Institute and the United States Environmental Protection Agency on greenhouse gas impacts of products and packaging, and how they support EPR policies.
Mr. Smith will discuss the City of Tacoma’s GHG footprint analysis and NWPSC’s ongoing research into the ways that an Extended Producer Responsibility (EPR) framework for consumer products and packaging can reduce a community’s carbon footprint.
The panel will conclude with recommendations to state and local governments in the United States and Canada planning to go forward with EPR legislation, including ways of framing policy discussions in terms of these quantifiable greenhouse gas impacts that can affect the outcome of policy debates. Participants in the session are also invited to share experiences with implementation of EPR policy throughout North America and updates on the current status of state, provincial, and regional product stewardship councils and EPR rulemaking.
