Over the last 20 years, significant levels of waste diversion and recycling have been achieved through the implementation of residential-curbside recycling and yard-waste composting programs. For many communities, however, the diversion levels associated with these programs have peaked, causing them to pursue other means of increasing local waste diversion and recycling rates. One alternative that is particularly appealing, due to its significant potential for waste diversion, is the composting of municipal solid waste (MSW) substreams, such as residential and/or commercial food wastes. The SWANA Applied Research Foundation's Recycling Group decided to target this topic for investigation during the Fiscal Year 2004.
